Signals Notebook Update 22.9

The latest update for Signals Notebook is now live with the following improvements. Hierarchical Attributes and Configuration Transfer are now in full release and available to all administrators. We have continued to add changes to our ongoing beta on Materials Tables and have made a number of other Materials, Administrative and usability improvements. We have also fixed a number of small bugs.
